BCREA's Chief Economist, Cameron Muir, predicts Vancouver real estate sales to increase 4.8% in 2014 and a further 7% in 2015, based on an improving world economic growth.

Home prices are not expected to grow more than the inflation rate, which is 1.8% due to the housing starts.

TheBritish Columbia Real Estate Association (BCREA) reports that a total of 72,936 residential sales were recorded by the Multiple Listing Service® (MLS®) in BC during 2013, up 7.8 per cent from 2012.

The five-year average is 75,400 units, while the ten-year average is 84,800 units. Total sales dollar volume was $39.2 billion, an increase of 12.6 per cent compared to 2012.

The average annual MLS® residential price in the province rose to $537,414 last year, up 4.4 per cent from 2012.

In December, BC residential unit sales rose 47 per cent to 4,426 units, compared to December 2012. Total dollar volume was 67.7 per cent higher at $2.5 billion, while the average MLS® residential price rose 14.1 per cent to $568,416.

CMHC will be charged a "risk fee" by the federal government beginning Januay 1, 2014, which will be 3.25% of premiums written and 10 basis points on all new portfolio insurance (low-ratio bulk insurance) written.

CMHC is a federal Crown agency which insures against default on mortgages offered by lenders to home buyers who have less than a 20% downpayment.

The fee is not expected to have a significant impact on the availability or cost of mortgages according to BCREA but it is likely to be passed on to home buyers.

CMHC estimates the fee will result in a payment to the federal government of about $50 million in 2014.

During the past five years Minister Flaherty has tightened mortgage rules five times.
